Protesters Demand Answers Over Jamaica’s TCN Agreement With the US

A large group of Jamaicans gathered in Cross Roads, St Andrew, on Tuesday to protest the Government’s controversial third-country national agreement with the United States, while also raising concerns about governance, public accountability, Hurricane Melissa relief spending, and the Integrity Commission.

The demonstration, held at the busy Cross Roads intersection, saw protesters carrying placards and calling on the Government to make the full details of the agreement public. According to the TVJ report, many demonstrators expressed concern about whether Jamaica could become a transit point or temporary host country for third-country nationals removed from the United States.

The Government has repeatedly said the individuals involved are not criminals, but migrants whose immigration claims are still being processed or whose home countries may not immediately accept them. Officials have also stated that Jamaica would not accept people with criminal records under the arrangement. National Security Minister Dr Horace Chang has said no transfers will take place until operational procedures are finalised, and authorities have rejected claims that TCNs are currently being housed in St Mary. Still, protesters argued that the public has not been given enough information. Norah Blake, a member of the organising committee of the Advocates Network, said Jamaicans deserve to know who would be coming into the country, how they would be monitored, and what safeguards would be in place.

The protest also touched on Jamaica’s human rights obligations. Some demonstrators questioned whether the agreement could conflict with international protections for migrants and asylum seekers, while others demanded that the memorandum of understanding be brought before Parliament for scrutiny.

Beyond the TCN agreement, protesters used the demonstration to call for greater accountability in public life. Concerns were raised about the handling of Hurricane Melissa funds and the recent Integrity Commission-related controversy involving Government Minister Dr Andrew Wheatley. Protesters called for him to step aside while the matter is addressed.

The demonstration comes amid growing public debate over the agreement. Prime Minister Andrew Holness has defended the arrangement, saying Jamaica is not allowing the United States to “dump” unwanted persons in the country and arguing that public alarm over the issue has been exaggerated. Organisers, however, maintained that the central issue is transparency. Their message to the Government was clear: disclose the full agreement, allow Parliament and the public to examine it, and address the wider concerns about trust and governance.
